Text of plaque on interior of box: These two documents represent basic laws of the Democratic Republic of Georgia: The Act of Independence of Georgia and its Constitution. The National Council of Georgia declared independence in Ibilisi, on May 26, 1918. The Independence Act was confirmed in its integrity by the Constituent Assembly of Georgia - elected through direct, equal, universal, secret, and proportional vote by the citizens of both sexes - at its first session on March 12, 1919. At the same sitting, the Constituent Assembly entrusted a commission to draft the Republic's Constitution, giving a juridical framework to the already existing political governance within the institutions and constitutional practice in Georgia. This Commission completed its work by the end of 1920. The final text of the Constitution was adopted by the Constituent Assembly on February 22, 1921 when the Republic had already been attacked by Soviet Russ.
